Simon Kane posesses the body of Darklord's former henchman Devastator and uses it to escape from captivity. Meanwhile, Dragon is sent to Washington D.C. to oversee a large S.O.S. recruitment drive. Before long, Kane/Devastator arrives and causes the myriad recruit hopefuls to mindlessly attack one another. Seeking revenge for being captured before, Kane/Devastator goes one-on-one with Dragon - who tears Devastator's head clean off to end the battle after S.O.S. member Widow goes into labor. Upon returning home, Dragon proposes to Smasher, who accepts.
