Dart arrives in Chicago to aid the Police Force, who are undermanned in battling the Vicious Circle, due to Dragon's presence in New York, where he has been dispatched to catch an enormous Gargoyle roaming the streets. Along with the Teenage Mutant Ninja Turtles, who are also chasing the Gargoyle, they defeat the creature.

This issue includes two back-up stories featuring Star and Vanguard.
